Purpose. Records the qualifications, licences, authorisations and competency assessments that allow each staff member to perform designated work.

1.What the register holds

The register lists every staff member with the competencies required for their role, the evidence held, the date achieved and the expiry or reassessment date. It covers explosives authorisations, forklift and dangerous goods driver licences, first aid, security awareness, confined space, simulator type training and range inspector qualifications.

2.Who updates it

Only the Safety, Security and Compliance team will update the register. Managers must send evidence of any new qualification or completed training within five working days of the event. Staff must send renewal evidence before the expiry date shown.

3.Using the register to roster

A person will not be rostered to designated work unless the register shows a current competency for it. Supervisors must check the register when assigning work orders, range inspections and explosives tasks. Expiring competencies will be reported to managers sixty days before expiry.

4.Competency assessment

Where a competency is assessed on the job, the assessor must be listed as an approved assessor for that competency and the assessment record must be attached to the register entry. Reassessment periods are set in the competency matrix appended to this register.

  • Explosives authorisation: reassessed every two years
  • Forklift: licence current and site assessment every three years
  • First aid: every three years, CPR annually
  • Security awareness: annually
  • Range inspector: every two years

5.Audit

The register will be audited internally each quarter by sampling ten staff and checking evidence against entries. Findings will be recorded as non-conformances where evidence is missing.
