Purpose. Describes how explosive ordnance is received at the Wide Bay facility, checked against the consignment, inspected and entered in the stock register before it is placed in storage.

1.Before the vehicle arrives

The receiving technician must confirm the expected consignment from the advice note, confirm that the receiving storehouse has capacity within its net explosive quantity limit and compatibility group, and prepare the receipt bay. Fire fighting equipment and the emergency contact board must be checked. Only authorised persons will be present in the receipt bay.

2.Vehicle and document check

The vehicle must be inspected for placarding, load restraint and signs of damage before unloading starts. The driver's consignment documents must be checked against the advice note for nature, lot number, quantity and packaging. Any discrepancy must be recorded on the receipt and the manager informed before any package is moved.

3.Unloading and inspection

Packages will be unloaded one at a time using the approved handling equipment and placed in the inspection bay. Each package must be inspected for damage, moisture, broken seals and correct markings. A package that fails inspection must be segregated, tagged as quarantined and recorded as such in the stock register with a description of the defect.

4.Stock register entry

Each lot must be entered in the Explosive Ordnance Stock Register on the day of receipt with nature, lot number, quantity, storehouse, condition and the date of inspection. The receiving technician and a second authorised person must both check the entry. The physical count and the register must agree before the receipt is closed.

5.Placement in storage

Stock will be placed in the storehouse recorded in the register, stacked to the height and pattern shown on the storehouse card, with the oldest stock at the front for issue. The storehouse limits board must be updated with the new net explosive quantity. Doors will be locked and keys returned to the key register on leaving.

6.Records

The completed receipt, the consignment documents and the inspection record will be filed together and cross referenced to the stock register entry. Any quarantine will also be recorded as a non-conformance and reported to the customer within the contract timeframe.
