Purpose. Sets out how each Sentinel site prepares for, responds to and recovers from fire, explosion, dangerous goods release, medical emergency, severe weather and security emergencies.

1.Scope and responsibilities

This plan applies to all four sites and to Sentinel staff on customer locations. Each site manager is the chief warden for their site and must appoint deputy wardens and area wardens for every building. The Safety, Security and Compliance Manager maintains the plan and coordinates exercises.

2.Emergency types and response

The plan covers fire in a non-explosives building, fire or explosion in an explosives area, dangerous goods or fuel release, medical emergency, severe weather and bushfire, and armed or security threat. For an explosives area fire, staff must not attempt to fight the fire once ordnance is involved and must evacuate to the distance shown on the site emergency map.

  • Fire, general: raise alarm, fight if safe, evacuate to assembly area
  • Fire, explosives area: raise alarm, evacuate to the explosives safe distance, do not fight once ordnance is involved
  • Fuel or dangerous goods release: stop the source if safe, contain, isolate ignition sources, notify
  • Medical: first aid, call emergency services, escort to the site entry
  • Severe weather and bushfire: shelter or evacuate as directed by the chief warden
  • Security threat: lock down, report, follow police direction

3.Alarm and communication

Each site has a distinct alarm for evacuation and for lock down. Wardens will use the site radio channel and the emergency contact board. The chief warden will notify emergency services, the general manager and the customer point of contact in that order.

4.Assembly and accounting for people

Assembly areas are marked on the site emergency map and on every building exit. Area wardens must account for every person in their area using the sign in register and the visitor register and report to the chief warden. No person will re-enter a building until the chief warden declares it safe.

5.Explosives area specific arrangements

The Wide Bay facility will maintain the explosives safe distances, fire breaks and vegetation clearance stated in its licence. Emergency services will be briefed annually on the natures stored, the safe distances and the access routes. The storehouse limits boards will be used by the chief warden to brief emergency services on arrival.

6.Exercises and review

Every site will conduct an evacuation exercise every six months and a desktop exercise for at least one other emergency type annually. Exercise findings will be recorded and the plan updated. The plan will be reviewed annually and after any actual emergency.

7.Recovery

After an emergency the site manager will assess damage, secure the site, arrange support for affected staff and report to the general manager and the customer. Operations will not resume until the site manager, the Safety, Security and Compliance Manager and, for explosives areas, the licence holder agree that it is safe.
